The access and consultation of documents kept in the Central Archive of the Ministry of Labour and Social Economy is regulated by Royal Decree 1708/2011, of 18 November, which establishes the Spanish Archives System and regulates the Archives System of the General Administration of the State and its Public Bodies and its access regime, which develops in this regard Law 16/1985, of 25 June, on the Spanish Historical Heritage. As a subsidiary, Law 19/2013, of 9 December, on Transparency, Access to Public Information and Good Governance, in the terms expressed in its first additional provision, is applicable.
The consultation can be requested through the standard form available at the Ministry’s electronic headquarters. you need to be discharged in Cl@vefira (Permanent Cl@ve) or have an electronic ID or Digital Certificate:

In another case, you can download the form and once completed and signed, submit it in the General Register of the Ministry of Labour and Social Economy or in any of the registers and post offices provided for in Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations (article 16.4 Registers).
